Creating a Public GH

I live in a rural community that seems to have a substantial demand for discreet anon dick action. Posts on Craigslist and other Forums similar to this one are often requesting info on GH's nearby. (and there are NONE) What I would like to know - is - how do public GH's originate. I don't like to think of it as property vandalism. . . (I prefer to think of it as "property enhancement". Has anyone discreetly enhanced a public facility . . . and would like to share how easy or difficult the process was. And - - how suckcessful it has been since its origin. Or - even if you haven't done it - maybe you have some insight on how to discreetly add a public GH in your local community.
